Apply for a traffic survey equipment licence

How to apply

You must have a license to place traffic survey equipment within the highway.

This includes any type of survey equipment, whether placed on the highway surface or attached to highway street furniture.

Not all highway street furniture can be used to attach traffic survey equipment. A list of assets exempt from the approval process is included in the terms and conditions

Before you apply, you must read the traffic survey equipment terms and conditions.

Applications must be made at least 10 working days before the required start date.

Permission to place equipment on the highway will be granted under Section 171 of the Highways Act 1980. This process is in addition to any legal requirements for other activity, such as temporary traffic regulation order (for road closures) or excavations or installations of apparatus in the highway.

Public liability insurance

To apply for a licence, you must hold and provide a copy of, valid public liability insurance to a minimum value of £10 million.

Fees

The cost of your application will depend on:

  • the number of units or area covered
  • the type of equipment to be deployed

A fee reduction will be applied when the data collected is shared with us upon completion of the survey.

You will be informed of the application fee upon assessment and will be required to pay for the licence prior to approval.
