If the vehicle is parked on a pavement and there are yellow lines on the road, this is classed as parking on a restriction.

Yes

For example, on yellow lines or in a disabled bay. This does not include parking in front of a dropped kerb, on the pavement, on H bar markings or too close to a junction.
