Before you apply
You must only apply to us for a licence to store up to 2,000kg of fireworks or explosives
If you store more than 2,000kg, you must apply for a licence from the Health and Safety Executive.
We do not provide a licence to store:
- relevant explosives
- regulated or prohibited ammunition
- smokeless powder or percussion caps
- explosives owned by a person registered as a firearms dealer
If you are storing ammunition, you must apply for a licence from Lincolnshire Police.
How to apply or renew
Our licence allows you to store up to 2,000kg of fireworks or explosives.
The sale of fireworks is restricted to the following periods:
- 15 October to 10 November
- 26 December to 31 December
- on the first day of the Chinese New Year and the three days preceding it
- on the day of Diwali and the three days preceding it
If you wish to sell fireworks at other times or all year round, you will need an additional licence. You must make a separate application for this.
By law, you must display the explosives statutory notice.

Fees
Your licence fee depends upon:
- the quantity of explosives you wish to store
- the length of time the licence is for
- whether it’s a new application or a renewal
Licence to store explosives with no minimum separation distance:
- £119 for one year (£59 renewal)
- £154 for two years (£94 renewal)
- £190 for three years (£132 renewal)
- £226 for four years (£166 renewal)
- £260 for five years (£202 renewal)
Licence to store explosives with a minimum separation distance:
- £202 for one year (£94 renewal)
- £266 for two years (£161 renewal)
- £333 for three years (£226 renewal)
- £409 for four years (£291 renewal)
- £463 for five years (£357 renewal)
Changes to the name, transfer or replacement of a licence cost £40.
We will also charge for any additional work we are required to carry out.
Apply to sell fireworks 365 days of the year
This form is suitable for a trader who would like to sell fireworks all year round. You must hold a valid explosives storage licence before you can apply for this type of licence. Your storage licence restricts sales to specific periods within the year.

Request a change to a fireworks or explosives licence
If you are a trader with a valid licence and wish to make a change to this, please complete the form. This change could be a simple change such as a change of licensee name. For a simple change there is a standard fee. The standard fee for a simple change is set in The Health and Safety and Nuclear (Fees) Regulations 2021. It is currently £37. All other types of variation are charged at the reasonable cost to the licensing authority of having the work carried out. We calculate the fee based on the hours of work required, for example, if it requires a re-inspection of the site.
