Field Beck (aka Holdingham Beck), Holdingham, Sleaford - Drainage and Flooding issues.
It is understood the County Council is the lead authority in respect of drainage and flood alleviation in Lincolnshire.

1. I request copies of any drainage and flooding information held by the Council relating to Field Beck, (oka Holdingham Beck), Holdingham, Sleaford, Lincolnshire, including any consultancy reports, project proposals and plans, correspondence from and to local residents, members, North Kesteven District Council, Sleaford Town Council, Environment Agency, Witham First Internal Drainage Board, local land owners, the local MP, et al.

2. It would be useful to view any survey results relating to local culverts, bridges, outfalls, discharges, utility pipes and apparatus, vegetation and detritus in or about the watercourse.

3. It would be useful to have sight of any flow data the County Council may hold relating to Field Beck, Holdingham, including seasonal flow data before the natural watercourse joins the river Slea. In the event the Council has no flow data the Council is requested to advise if the Council is aware of any partner agencies or other entities with such data.

It is understood the County Council commissioned drainage and or flood alleviation works in recent years in or about Field Beck, Holdingham. It is understood the County Council did not implement the recommendations of the George Shuttleworth Consultancy Report, March 2011, (as informed by the District Council). The scope, extent and cost of the works undertaken by the County Council in recent years would also be of interest.

It appears North Kesteven District Council funded the Scheme undertaken by the County Council from Persimmon Homes planning gain contributions made under a section 106 Town and Country Planning Act 1990 Agreement, payment being made to the County Council on or about 31 October 2023

Section 12(1) of the Freedom of Information 2000 does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit is currently £450 or 18 hours at a cost of £25 per hour.

The exemption under section 12 is not subject to the public interest test
