Barriers and Traffic Regulation Order on sections of Sewstern Lane and The Drift - Find a freedom of information request

Regarding the recently imposed Traffic Regulation Order (TRO) on sections of Sewstern Lane/The Drift and the associated barriers erected to prevent access by operators of motorised vehicles. I recognise from your CPPR document that there are several ways in which these works might have been contracted for and also, dependant on the specific procurement procedure used, some of my questions will not apply.



1. Regarding the procurement of the barriers themselves: When (what date) was any request for qotation/invitation to tender issued?



2. In the event that the barriers were procured on the councils behalf by a Term Contractor: When (what date) was that contractor advised of the qty/specifications for the barriers and authorised to procure them?



3. Assuming that a site survey of the intended locations of the barriers was required (prior to ordering the barriers from the chosen supplier/manufacturer, or via the relevant contractor): When (what date) was that survey carried out?



4. If any necessary survey work was undertaken by a Term Contractor: When (what date) was the contractor requested to add the survey into their work schedule?

Decision

1. The barriers were ordered as part of Lincolnshire County Council’s (LCC) term maintenance contract. The quotation document was issued to the sub-contractor on the 12 June 2024.  The K-Barriers were sourced as a direct award under an executive exception approval as the supplier is the only known manufacturer of these particular type of barriers.

 

2. The specification document was provided on the 12th June 2024 and discussed at a meeting on 13th June 2024

 

3. The site survey was carried out in May and June 2024.

 

4. The sub-contractor did not undertake any survey work.
