As such, this information is exempt from disclosure in accordance with the exemption set out at Section 21 of the Freedom of Information Act 2000 which provides that a public authority need not comply with a request for disclosure under the Act where that information is reasonably accessible by other means

5. Parking Services are unable to provide the precise reasons as to exactly why a Penalty Charge has been cancelled. In order to ascertain this information it would require the review of at least 5,000 PCN's on a case by case basis and this would take longer than the 18 hours allowed under section 12(1) of the FOI Act 2000.

In addition we are unable to share why PCNs have been challenged as this information remains confidential with the recipient of a PCN.
