Please provide me all correspondence and documentation, including emails between Officers, Councillors and members of the public regarding the installation and approval of the Unsuitable for HGV road sign on Mill Lane, Horbling Lincolnshire.
This should include all emails to and or from Officers, Councillor and members of public including all correspondence to and from Cllr Martin Hill.

Cllr Hill didn’t attend this meeting in 2011 and didn’t have any input into the decision to erect the signs.
At the time of the request (2011) there was an issue where works in and around the Horbling parish were causing an increase in the use of Mill Lane by HGVs which was really unnecessary as this traffic could easily use the A52 and B1177.
Mill Lane is a village street leading to a rural narrow road so is narrow throughout and there were concerns about how adjacent structures for example would fair under the added pressure of increased larger vehicle movements as well as the limited passing room along the route as a whole.
With there being an alternative suitable route it was agreed to erect the signage and the Parish Council contacted those business who owned or managed the HGVs to try to dissuade them from using Mill Lane. The signs have therefore been in place since 2011.
Unfortunately the order to place them on site would have been raised pre-Confirm so this is not recorded. Following the receipt of an enquiry from a resident, in March 2012, see attached, an order was issued in April 2012 to move the Unsuitable for HGVs sign from the back of the Give Way sign at the B1177 / Mill Lane junction to the streetlighting column and it is still there to this day. LCC also still have 2 similar signs at the A52 end of the road.
We do not have this order to move the sign as this was after Confirm was introduced and this information was not recorded LCC have received enquiries since about damage to one of the signs and also enquiries about HGV usage whilst other major development projects in the area are on-going.
LCC have replaced the sign and also passed on the issues of usage to the Planning Authority and our own Development Management colleagues who investigate these issues when they are relating to local development, whether that be housing or solar/wind farms or similar. I have attached these enquiries.
