I noticed recently that there is a police logo on a council sign "warning us" about "Video surveillance" where they are resurfacing Fiskerton Road in Cherry Willingham.
1. I would like to know where these cameras are
2. Who paid for the cameras
3. Who owns the cameras
4. Name and contract details of the data controller involved I would also like to know what you "intend to do" if anyone drives past these signs given that there is all sorts of ridiculous signage all over the village including "Road closed" signage at the Cherry comp end of the village?
5 Why then did they leave half of the road open in the evenings but still left the police threats in place?
6 The Police claim that these police badges on the road signs have reduced accidents and that you will have the proof of that can I ask for your proof that these signs "reduced" the frequency of drive through given that you do not have police cameras in situ?
7. Do the council routinely lie to try and scare people into submission?

I can confirm that the information requested is held by Lincolnshire County Council (LCC). I have detailed below the information that is being released to you.
1. The surveillance cameras can be a mixture of Body Cams worn by our operatives for their personal protection, within the vehicles used as part of the resurfacing to protect the operatives and ensure the drivers of the large plant and equipment LCC use have good visibility around them at all times. LCC also do use static cameras to warn our staff if there has been a vehicle incursion, this will allow them to move out of the way to a place of safety. All sites are set up differently and can be a mixture of all of the above.
2. The cameras are paid by this authority or by the contractors as part of the maintenance works being undertaken and is a modern Health and Safety requirement.
3. The Cameras are owned by the sub-contractors undertaking the work on this authorities behalf. It should also be noted that some are owned by this authority especially if LCC staff are on site.
4. The data controller is Lincolnshire County Council, County Offices, Newland, Lincoln or the Contractor depending upon who’s camera is being used. Depending on the type of incursions and type of incident that may occur the matter can be passed to the police as evidence that a member of the public is in breach of a Temporary Traffic Regulation Order, to assist with possible prosecution. These signs are used as a legal requirement to inform the public that this equipment may be in use. The other signage to which is referred to e.g. ‘Road Closed’ is a legal requirement under the ‘Safety at Street Works and Road Works’
5. As the TTRO is still in place and there is the possibility of operatives still working on site LCC are required by legislation to have the signs in place if CCTV maybe being used
6. LCC do not have the data in respect of these information signs reducing members of the public reducing danger to our operatives, however over the last 12 months LCC have had no personal injury accidents between the public and our operatives. Prior to this LCC are aware of one operative being taken to hospital after being struck by a vehicle incursion, and one contractors vehicle being hit by a member of the public vehicle.
7. The signs are erected to conform with current legislation where CCTV are in use or the possibility of being used.
