Cycle hirebike scheme - Find a freedom of information request

A cycle hirebike scheme was initiated in 2013. This involved the purchase and hire of cycles to the public. The initial scheme was started in 2013 in an Initiative called ACCESS LN6.

Could I request the following information.

 

1. How many bikes were purchased by Lincolnshire County Council (LCC) under this scheme for hire to the public.

 

2. The procurement cost of all bikes associated with this scheme.

 

3. Disposal of the bikes has recently taken place to various organisations.

 

i. Please confirm which committee made the disposal decision.

 

ii. Please provide the requirement s for disposal such as registered charity, organisation status.

 

iii. Confirm how disposal was decided? Was it by a local Counsellor making the representations or delegated officer decisions.

 

4. Please confirm how many bikes were disposed of under this scheme and who received them.

 

5. Confirm the names of Counsellors or Officers who recommended organisations to receive the disused hirebikes.

Decision

1. 127 over the period of operation.

 

2. The bikes were part of an overall procurement of the whole scheme and its operation and bikes were not individually priced.

 

3.

 

i. As part of the procured scheme the bikes were left with LCC for disposal or re-purposing. There is no financial value to the bikes due to their age and design. The contract ended and the bikes were left as surplus.

 

ii. No specific requirements for disposal were made. Initially LCC approached relevant organisations before being left with 25 bikes.

 

iii. This was officer led but in the knowledge of the Executive Member for Highways.

 

4. 120 bikes have been disposed of – c.70 to a charity to ship to Ukraine, c.30 to Wheels for Life, a county-based charity run by Active Lincolnshire. The remaining bikes have been in storage for a year and were due to be scrapped before an approach was made by a Grantham based charity “On Yer Bike” who received 17 bikes.
