1.LCCs diligent assessment of the detriments and benefits to different disabilities and other 'protected groups'? This may be an Equality Impact Assessment [EIA].

2 Supporting information on possible measures to avoid detriments indicating sources eg parking counts, lived experience panels, safety audits etc

3 Any reference relevant to the new scheme in LCC training /understanding of 'indirect discrimination' and section 20 [Reasonable Adjustments] of the Equality Act 2010.

Please do not wait to include your own suggested mitigation measures.

Decision

1. Lincolnshire County Council has undertaken a diligent assessment of the parking needs of the disabled, old, pregnant women and new mothers, in the form of Equality Impact Assessments.

The final versions of these will be made public as part of the report, which will be shared on Let’s Talk Lincolnshire. At this stage of engagement people and organisations have been involved in a way that is proportionate to the outcomes we are trying to achieve, which is to seek views and perspectives.

The survey contains some demographic questions (age, disability) and provides opportunities for the members of the public (residents and visitors) to provide additional comments on the impacts of the options that respondents may have identified including suggestions for any mitigations with regard to each of the protected characteristic.

We will use the responses from the survey to determine whether any further engagement with particular groups is necessary, particularly if issues that we have not yet considered have been raised. Please find the current draft EIAs attached, which will be amended as necessary following the outcomes of engagement.

3. Lincolnshire County Council’s Equality training ensures our Employees understand the Equality Act. We have not amended our training to reference this new scheme. It is expected that our mandatory training is prominent in our decision-making processes involving any scheme.
