1. LCC Highways Infrastructure Asset Management Plan page 95 onwards details how we define defects along with the response time for repair.
In reality defects of the nature described are often not considered an "abrupt" level difference or pothole and when in a longitudinal direction are often considered to prevent less risk to a similar defect in a transverse direction. Therefore for the lower hierarchies, a road with defects of this nature is often identified for planned future maintenance without an expected time frame for delivery.
