Financial and process information on Property Flood Resilience Repair Grant, Property Level Protection and Flood Protection Grant:

 

(Please note: 'you' refers to the local authority and the 'schemes' refers to the Property Flood Resilience Repair Grant Scheme, Property Level Protection and Flood Protection Grant provided for under the UK Government)

 

1. If the process involves you applying to EA/DEFRA, what is the amount of funding you have applied for under the schemes to EA/DEFRA, for the years including and between 2020 and 2024?

 

2. What is the amount of funding you have received from the EA/DEFRA under the schemes, for the years including and between 2020 and 2024?

 

3. How many and what is the total amount of funding applications that you have approved/accepted under these schemes, for the years including and between 2020 and 2024 financial years?

 

4. What is the total amount of money received by applicants under the schemes, for the years including and between 2020 and 2024 financial years?

 

5. What is the process in which applicants apply for funding, the process of accessing and accepting applications, and the process of distributing the funds once accepted? (For example. Do you or the applicant arrange a survey? Do you or the applicant organise approved work to be carried out? if this is organised by the applicant, how are they reimbursed? Are you provided with funds from EA/DEFRA prior to accepted applications or do you receive reimbursement after work is carried out?)

Decision

Lincolnshire County Council (LCC) is able to provide information on the Property Flood Resilience Repair Grant Scheme (2023/2024). However, information relating to Property Level Protection and Flood Protection Grant (2019/2020) will be held by the district councils in Lincolnshire as they administered this round of grant funding.

 

Storm Babet and Storm Henk Property Flood Resilience Repair Grant Scheme (2023/2024) – LCC is yet to apply for any funding under this scheme as the grant monies can only be applied for and claimed upon completion of work at properties and LCC is not at this stage of the process yet.

 

Property Level Protection and Flood Protection Grant (2019/2020) - This round of grant funding was administered by district councils. Therefore, Lincolnshire County Council (LCC) as LLFA did not claim or apply for any grant monies.

 

As per previous answer, no funding has been received to date.

 

Storm Babet and Storm Henk Property Flood Resilience Repair Grant Scheme (2023/2024) - Storm Babet - 102 applications. Storm Henk - 11 applications. Total - 113 applications received (as of 29/01/2024) However, Lincolnshire County Council must stress that, the timing and priority of PFR installation works is subject to a Council risk and vulnerability assessment, and the availability of Lincolnshire County Council resources. Applications received may be eligible for grant but may not be able to be approved for funding of surveys and installations due to the aforementioned constraints.

 

Property Level Protection and Flood Protection Grant (2019/2020) - As mentioned, this round of grant funding was administered by district councils. Therefore, Lincolnshire County Council as LLFA does not hold any information in relation to the number of applications received and approved.

 

Storm Babet and Storm Henk Property Flood Resilience Repair Grant Scheme (2023/2024) - The approach LCC are taking in administering this grant is that no grant monies will be directly received by applicants in this scheme. LCC will be paying for the costs on each property up front and then claim the grant monies back from DEFRA/EA on completion and sign off of works on each eligible property.

 

Property Level Protection and Flood Protection Grant (2019/2020) - As mentioned, this round of grant funding was administered by district councils. Therefore, Lincolnshire County Council as LLFA does not hold any information in relation to monies received by applicants.

 

Storm Babet and Storm Henk Property Flood Resilience Repair Grant Scheme (2023/2024) - Online Expression of Interest form completed on LCC website. Full application form then provided by LCC to be completed by property owners. The completed full application forms are then assessed against the following eligibility criteria set by Government/DEFRA: https://democracy.gedling.gov.uk/documents/s36425/DEFRA%20Guidance%20October%202023.pdf. Approval of an eligible application for grant funding & the distribution of funds, are subject to a Council risk and vulnerability assessment, based on responses to questions in the application form, and the availability of Lincolnshire County Council resources.

 

LCC is in the process of procuring a surveying contractor and installations contractor to undertake property surveys and installations of proposed measures on each approved property and this is all arranged by LCC on the property owner's behalf and they are not required to do anything other than sign up to the relevant agreements and liaise directly with the survey and installations contractors. LCC bares the grant scheme reimbursable project costs up front and then claim back grant monies from DEFRA upon completion of property installations and approved sign off by the survey contractor and LCC.

 

Property Level Protection and Flood Protection Grant (19/20) - As mentioned, this round of grant funding was administered by district councils. Therefore, Lincolnshire County Council as LLFA does not hold any information in relation to the administration process and delivery.
