ITSM software - Find a freedom of information request

I am writing to you to submit a Freedom of Information (FOI) request regarding your ITSM software. To facilitate the process, we would be grateful if you could please confirm receipt of this email and respond to the questions below:

3) Operational IT is currently outsourced to Serco who use ServiceNow

4-14. The Council has a contract with SERCO who are responsible for procuring these services. SERCO is a private company and is not covered by the Freedom of Information Act (FOIA). Broadly only organisations considered public authorities are covered by the legislation. This means FOI requests cannot be made to businesses and private companies generally. Therefore, Lincolnshire County Council does not hold this information.
