Could you please let me know:

1) the current methods used by your commissioning team to monitor with adult domiciliary/home care contracts with providers (outcome star, satisfaction surveys, in-house etc).

2) If possible, it would be useful to know questions asked in surveys etc too.

3) how these methods help you to understand if providers are effectively supporting outcome based results for individuals.

Decision

1. Robust Risk Based contract Management Framework. Through which providers are required to evidence how they meet people’s outcomes, both with surveys and evidencing service user engagement, and person-centred care planning and delivery. The Quality Assurance team also conduct a Homecare Survey.

2. The survey questions have been developed using NICE guidelines, but Lincolnshire County Council (LCC) also has plans in the forthcoming year to co-produce with people and their carers who have experienced this service.

3. This method is used to help LCC understand if providers are supporting outcome-based results for people and their informal carers. The responses we get from our experience questions informs us:

• About the level of satisfaction people experience

• The impact the service has on people and their carers by the difference they have made.

• To listen to the experiences of people and their carers and take action to improve.

• Support understanding and measure any changes which might be needed so that outcomes are better met.
