6. Children’s Strategic Commissioning are responsible for the procurement of domiciliary care and short breaks for children with disabilities. 7. This is the process for Adult Care. The procurement of the Home Care service was completed using an open tender process on the Proactis Procontract tender portal. The current contract expires on 30/09/2026, with the option to extend for 3 periods of 12 months, giving a maximum contract end date of 30/09/2029. The contract is delivered through a prime provider model based on geographic location. This means that the provider is responsible for all home care referrals in their geographic area and must ensure the service is delivered. When the tender process is started again it is expected to be on the Procatis Procontract tender portal, so registering on the site will enable you to take part in the tender process when it opens again.

This is the process for Children’s Services. Domiciliary care and short breaks for children with a disability are procured through an Open Select List (OSL) process. The OSL for both Domiciliary Care and Short Breaks was tendered on the Proactis Procontract tender portal in Summer 2022. The current OSL expires on 31/08/2027; however, the OSL is opened annually each summer. The next opportunity to join the OSL will be in the summer of 2024. Mini competitions are run when an opportunity to deliver domiciliary care or short breaks for children with a disability is available. The opportunity is sent to providers on the OSL first. If there are no suitable bids, the opportunity may be opened to providers on the ‘off-list’. To join the off-list and ensure you receive details about the re-opening of the OSL for domiciliary care and short breaks for children with a disability, email: LCCPlacements@lincolnshire.gov.uk. State the OSL off-list you are interested in joining and provide your company details, including an email address for all referrals.
