CCTV condition surveys - Find a freedom of information request

1) Please confirm City of Lincoln Council and/or Lincolnshire County Council imposed contractual requirements upon CityFibre Holdings Ltd and Trust Utility Management Ltd to procure and undertake CCTV condition surveys of the existing below ground drainage infrastructure prior to commencement of their proposed works and another CCTV condition survey upon completion of their works.

2) a) Please confirm these surveys are available and have been reviewed

b) If these surveys are unavailable, please advise why they are unavailable and who decided it was unnecessary

c) Have CityFibre Holdings Ltd and/or Trust Utility Management Ltd been notified of this incident?

d) Have they investigated?

e) If they have, what are their conclusions?

f) Do City of Lincoln Council and/or Lincolnshire County Council accept their conclusions?

g) What remedial action, if any, is proposed?

h) When will any remedial action be implemented?

i) Who pays for any remedial action?

3) Failure of the design and/or installation of the West Common land drainage installed recently in 2021 to improve ground conditions in and around the entrance gates on to the West Common from West Parade and Rosebery Avenue. Surface water was flowing/cascading off the West Common through the gates at the end of West Parade and also down Aldermans Walk from the Equestrian Gate in Rosebery Avenue.

c) If they have, what are their conclusions?

d) Do City of Lincoln Council and/or Lincolnshire County Council accept their conclusions?

e) What remedial action, if any, is proposed?

h) As part of any culture of continuous improvement, Lincolnshire County Council ought to be tracking and monitoring the performance of such investments to understand whether they are performing in accordance with the original design criteria. This work represented a significant local investment of public money. It appears that following this weather episode the recently installed land drainage did not perform. The reasons for its non performance should be investigated, conclusions understood and where appropriate action taken.

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

1) The referenced businesses are independent utility/telecoms providers and do not work on behalf of either Lincolnshire County Council or City of Lincoln Council, they are required to work to New Roads and Street Works Act 1991 when working in the Highway.

2) As above the referenced businesses are required to work to New Roads and Street Works Act 1991 when working in the highway. They are not required to undertake the surveys referenced.

3) These works would be the responsibility of City of Lincoln Council, as such Lincolnshire County Council does not hold records related to the questions above.
