Request

1. How many children were permanently excluded where 'persistent disruptive behaviour' was cited as a reason, in the academic years 2018/2019 and 2021/2022 and, in each academic year, of that cohort, how many were assessed and subsequently received Education, Health and Care plans?

 

2. How much did the council spend on Special School and alternative provision school places in the academic years 2018/2019 and also in 2021/2022? (please include all maintained, non-maintained/independent and any unregistered provision) in both academic years, how much was spent on maintained provision? in both academic years, how much was spent on non-maintained and independent provision? 

 

3. What was the Dedicated Schools Grant (DSG) High Needs Block deficit in 2018/2019 and also in 2022/2023. If data for the latter not held, please provide data for 2021/2022. If this had been part of the council's whole budget deficit what % of the total would it have been, In 2018/2019 In 2021/2023 (or 2021/2022 - use as appropriate) (Local authorities are required under section 251 of the Apprenticeships, Skills, Children and Learning Act 2009 to prepare and submit to the Secretary of State for Education an

education and children and young people's services budget statement). 



4. How much did the council spend in total on pupils with EHCPs in academic years 2018/2019 and 2021/2022 and, what was the average cost per EHCP in 2018/2019?  what was the average cost per EHCP in 2021/2022?

3. Lincolnshire County Council (LCC) had no deficit on the Dedicated Schools Grant High Need Block in 2018/2019 and 2022/2023.

LCC do not calculate the average cost of an EHC Plan because there are a number of different variables e.g. cost of an EHC Plan in a mainstream setting compared to cost of an EHC Plan in an independent non-maintained setting and factors such part-year funding as not all EHC Plans are issued at the same point in the year. To simply combine overall cost and divide by the number of EHC Plans would not give an accurate representation of the average cost of an EHC Plan.
