Request

1. Have you any of the old highways maps showing the planning of roads, and pipes for Godfrey Avenue, Whitehall and the pipes installed from the sewage pumping station at Belchmire lane, Gosberton. Or plans of the pumping station? 

2. When carrying out highway work are you aware of these old emergency and storm overflow pipes which run from the sewage pumping stations to the a discharge point, either a stream, or even directly into the ground?
 

3. Have you come across any of these while carrying out highway maintenance?
 

4. Do you make your contractors aware of these old emergency overflow pipes and the risks they pose if broke?
 

5. When the drainage dyke was filled in Belchmire lane, was any consideration to these old emergency sewage overflow pipes?
 

6. Are you aware that a great deal of these discharge points for these emergency overflow have been built over, and new homes are now on this land. These old pipes would come into use when at certain points along the sewage pipes, the sewage waste gets above three quarters of the diameter of the pipe.
 

7. Did the council have any risk and threat reports on the risks posed when they sewage infrastructure was privatised? If so please could I see a copy.

Decision

1. Lincolnshire County Council (LCC) have checked any data it has for the areas mentioned however it was unable to find much information relating to your request. Enclosed is a plan showing LCC’s drainage records for Belchmire Lane area along with some older plans for Godfrey Avenue. Deeds LCC have for this location have been checked however there is nothing relating to the pipes you are referring to.

South Holland District Council may have past record. You will need to contact them directly for this. It was the rural and urban district council’s that used to be responsible for water and sewage pre-1974 but this responsibility was passed to the district councils before the advent of Anglian Water.

2. LCC are unable to provide you all the information you have requested since Highways are not responsible for those assets you have named, may I draw you attention to this link – https://utilities.digdat.co.uk/ which can provide you access to some of these assets that you need to identify. Works completed on behalf of Lincolnshire County Council are compliant with relevant legislation and codes of practice.

4. All works carried out within the Highway by Lincolnshire Country Council are compliant with relevant legislation. This includes sharing the location of known utility apparatus during relevant phases of construction.
