1. What criteria you use to determine if a pavement needs resurfacing and what allowances you make for disabled users of the pavement.

Decision

1. The Lincolnshire footway and cycleway network comprises of 4,377 km. Footway Hierarchy is determined by functionality and scale of use. Table 2 within Lincolnshire County Council Highways Infrastructure Asset Management Plans (HIAMP) sets out our local hierarchies. As part of the assessment, Lincolnshire County Council also consider the following factors:

• Surface type

• Trees present

• Condition survey data

• Hierarchy of footway

• History of personal injury claims

• Number of public reports received

• Number of defects identified through routine inspection

• Number of dwellings fronting on to the footway

• Adjacent land use

Inclusive design requires that the needs of all disabled people are considered from the outset of any transport and pedestrian infrastructure, including maintenance, schemes, for example, tactile paving surfaces provided for vision impaired people do not create trip hazards or cause undue discomfort to people.
