Lincolnshire County Council receives the Disabled Facilities Grant funding, which is then distributed directly to the 7 District Councils as per the grant conditions.
It is the Districts who then administer the grants on receipt of applications, LCC has no involvement in this process. Please see extract from the grant determination letter from Department for Levelling Up, Housing & Communities:
As in previous years, funding for the DFG is ring-fenced within the Better Care Fund. In two-tier areas the main DFG funding will be paid to the Tier 1 authorities (county councils), while the statutory duty to provide adaptations to the homes of those eligible people who qualify, continues to sit with Tier 2 local housing authorities (district councils).
Building on the approach taken in previous years, each area should allocate DFG funding primarily for the provision of home adaptations, and in two-tier areas, unless specific agreement is given by any district council, Tier 1 authorities must pass down the DFG funding to their district councils in full, and in a timely manner, to enable the districts to continue to meet their statutory duty.
