Potholes repaired in the county by division since 2018 - Find a freedom of information request

1. How many potholes have been repaired in the county by division each year since the beginning of 2018.

For each of these repairs could you provide the number of days between the first report of the issue and the pothole being fixed.

2. What has the cost been to repair potholes by month and division since the beginning of 2018.

3. How much compensation has the county council paid to road users over pothole-related damages each month, separated by division, since the beginning of 2018 please.

1. Lincolnshire County Council (LCC) changed the contract which delivers it’s highway works in April 2020 which in turn changed the recording and payment mechanisms for how pothole repairs are delivered.

This means that data pre-2020 cannot be compared with current data. The pre-2020 data does not allow reporting at individual pothole level. Therefore, the data provided is from 2020 onwards. It should also be noted that period covers the mobilisation of a new contract with new contractors and also the COVID impacted service delivery period.

There are around 105,000 individual repairs undertaken and therefore the data set is very large. We have been able to calculate the average number of days between a pothole repair being issued to the contractor and then being completed. This is displayed in the following table but it should be noted this does not include the time taken from a defect being identified to being issued for repair. This is because there are a number of mechanisms for this to happen such as the issue being raised on FixMyStreet, being raised by a member of the public via our call centre or an inspector identifying the issue during a planned or ad-hoc inspection.

It must also be noted that response times to resolve the issue are defined in our asset management plan (Highways infrastructure asset management plan (lincolnshire.gov.uk)) depending on the hierarchy of road ranging from a 24hr response to the defect being added to the next available programme.

Results are therefore entirely dependent on the type of defects or faults we receive as well as which hierarchy of road they are on. The table below shows the number of pothole jobs issued by area and financial year.

2. Lincolnshire County Council do not record cost at individual pothole level as this cost of the reactive service as a whole which includes all emergencies and responses to issues identified within our Asset Management Plan as requiring a repair within a defined timescale. This is because delivery gangs undertake the whole range of these repairs and so cost cannot be allocated to individual potholes. It should also be noted that many other methods are used to repair potholes which are not undertaken on a reactive basis and so are not included in these data sets.

3. Please see table below which is a summary of pothole related compensation payments based on the date the case has been closed rather than when the incident occurred or when LCC were notified of the claim as these cases might not be completed.
