1 - What are your council's procurement policies and procedures for awarding contracts?

2 - How many contracts has your council awarded in the past year?

3 - Of those contracts, how many were awarded to local businesses, and how many were awarded to outside firms?

4 - How does your council define a "local" business for the purposes of awarding contracts?

5 - What criteria does your council use to assess bids for contracts, and how are these criteria weighted?

6 - Does your council have a policy or target for the proportion of contracts that should be awarded to local businesses? If so, what is that target?

7 - Does your council monitor the performance of contractors it has awarded contracts to? If so, how is this monitored?

4 - Local businesses are defined in section 11 of the Contract and Procurement Procedure rules (CPPRs) as “Where the supplier is based or established in Lincolnshire and has substantive business operations in Lincolnshire. In this context, this means having a registered office, factory or other permanent base and staff in that location through which meaningful business operations have been conducted for at least 12 months”

5 - Criteria is determined on an individual project basis balancing cost, commercial, and quality factors

6 - Due to the requirements of the PCRs and requirements for advertising above threshold contracts, LCC does not believe it is possible to determine such a target.

7 - Monitoring arrangements are determined on an individual contract basis balancing cost, commercial, and quality factors. This is also referred to in section 10 of our Contract and Procurement Procedure rules (CPPRs)

As such, this information is exempt from disclosure in accordance with the exemption set out at Section 21 of the Freedom of Information Act 2000 which provides that a public authority need not comply with a request for disclosure under the Act where that information is reasonably accessible by other means.
