Request

I kindly request that you provide me with the following information regarding pothole repair jobs carried out by Lincolnshire County Council during the period of 2022-23:

1) The ten most expensive repair jobs involving potholes:

 a) Date of the works

 b) Size of the potholes

 c) Description of the repairs

 d) Cost to carry out the work

 e) Photos and/or videos of the potholes before and after repairs

 f) Locations (e.g. road names, postcodes) of the repair jobs

 g) If there were any reported accidents or incidents related to the potholes before the repairs

2) The ten least expensive repair jobs involving potholes:

 a) Date of the works

 b) Size of the potholes

 c) Description of the repairs

 d) Cost to carry out the work

 e) Photos and/or videos of the potholes before and after repairs

 f) Locations (e.g. road names, postcodes) of the repair jobs

 g) If there were any reported accidents or incidents related to the potholes before the repairs

NOTE: In your descriptions of the repairs above, please include:

i) Criteria or factors that determined the cost of each repair job

ii) Any proactive measures taken by the council to prevent or minimise future pothole formation, such as regular inspections or maintenance programs

iii) Information on the methods or techniques used for the repairs

3) The total amount spent on pothole repairs by Lincolnshire County Council during the fiscal year       

2022-23. This will help in understanding the financial allocation for these repairs and the overall budget utilisation.

4) The total number of potholes repaired by Lincolnshire County Council during the fiscal year 2022-23

Decision

I can confirm that some of the information requested is held by Lincolnshire County Council.

1-2. Unfortunately LCC do not calculate the cost of repairs down to individual pothole level. There are a number of reasons for this; operationally it offers little value to spend time trying to assign costs at this level given the number of repairs undertaken per year but also there are a number of financial difficulties of trying to assign costs of materials and items of plant which are easily identified on a gang basis but further dividing these to individual repairs is inaccurate and again offers little value. LCC cannot therefore identify either a most or least expensive repair. Further complication occurs as most maintenance schemes and projects delivered involve potholes, indeed they will form part of the decision-making criteria used to create our programmes and so this would skew any response without a more defined set of criteria.

3) Lincolnshire County Council does not make a specific allocation for potholes repairs and these form part of the reactive service budget, alongside any other maintenance schemes which form long lasting repairs, including potholes. Our delivery model means that gangs carry out the full range of reactive repairs including potholes but also many other tasks and so assigning costs directly to potholes in not possible within our current financial and operational systems.
