In consideration of the climate crisis, I would like to request the following information about how the organisation is enabling staff to reduce their emissions through sustainable transport, and more specifically, cycling.
1) over the past five years, broken down by year -
a) how many staff members used the Cycle to Work scheme?
b) what percentage of staff was this?
c) what was the average value of the vouchers claimed on the scheme?
d) what was the number of those who took up the scheme, who then failed to complete, leaving the Council with costs?
2) what tools does the organisation use to encourage cycling for their staff -
a) on a work basis
b) on a leisure/health basis
3) with regards to staff, does the organisation -
a) have any monitoring for what modes of transport staff use -
i) for their journey to work
ii) for journeys during work time
b) and if this data is recorded, I request a copy of such data as detailed as it can be reasonably given, while still protecting personal data rights
4) how many of the following does the organisation have available for staff use
a) pedal cycles
b) electric bikes
c) motorbikes
d) internal combustion cars
e) electric or hybrid cars
f) internal combustion vans
g) electric or hybrid vans
h) heavy trucks
5) does the organisation mileage scheme clearly state the claim rate for cycling
6) how many cycling miles have been claimed by the organisation's staff in the past five years
7) Regarding your current cycle to work scheme -
a) what scheme is currently in place

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
1) 1/11/2019 – 5/2/2020 = 1 approved application / and 1 was cancelled Average value of the order is £930
5/2/2020 – 1/4/2020 = 1 approved application Average value of the order is £600
We had a period from April to September 2020 when the scheme was closed due to legal reasons
1/9/2020 – 21/10/2020 = 2 approved applications – and 1 was cancelled Average value of the order is £617
1/9/2021 – 31/8/2022 = 16 approved applications (report attached) – and 4 were cancelled Average value of the order is £1078
1/9/2022 – 31/8/2023 = 20 approved application / 3 are at created stage which means they are still to be approved / 1 application has been cancelled / 5 are waiting for approval (report attached) Average value of the order is £881
d) No costs of cancellation were incurred by the Council
2) a. The Council has cycling parking sites at its workplaces. As part of the Staff Travel Plan we run a series of Dr Bike events to help staff maintain their cycles. In our staff travel survey we asked what we could do to improve facilities for cyclists – as a result we are looking at installing different types of cycle stands and improving the availability of storage lockers.
b. The Council runs various health awareness schemes across the year that encourage staff members to be active. The Miles Better Scheme - organised with our health lifestyle partner One You Lincolnshire: the 12-week event saw 362
LCC colleagues across the council taking part, competing alongside employees from the Lincolnshire health and social care sector, totalling 652 colleagues overall – with participants encouraged to walk, run and cycle.
3) The summary of the results from the Staff Travel Survey are attached – these show the mode of travel that was recorded by respondents that completed the survey
4) The only fleet vehicles that are owned and controlled by the County Council are the Winter Maintenance Fleet (gritters) and the Fire & Rescue Service vehicles.
Other vehicles are owned and operated by contractors. Some departments have pool vehicles available – but there is no central database of cycles at the Council.
