The scoring for the Irnham village roads prior to resurfacing - Find a freedom of information request

Request

1. What was the scoring for the Irnham village roads prior to resurfacing?

2. Wat is the scoring for Moreleys Lane, Corby Glen?

3. What is the scoring for the A151 on the approach to the Truck Stop and A1?

Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

1. Swinstead Road: LCI Average 67 (2021) Hawthorpe Road: LCI Average 35 (2021) Irnham Road: LCI Average 27 (2021)

2. LCI Average 65 (2021)

3. LCI Average 70

Supplementary notes:

As has been described in the previous responses to Freedom of Information requests regarding these schemes, during the time scheme selection took place for the Irnham roads there was no individual score assigned for each scheme extent. It was very much a manual process of analysing maps showing 10m sections of CVI data represented as different colours which has previously been provided via PDF. Local knowledge and the amount of complaints, insurance claims and reactive works being carried out on each road were also taken into account. Scheme extents were manually “boxed off” based on data as well as engineering judgement about the best intervention and coverage.

In order to answer this FOI I have provided an average of the LCI score for each section of road based on each 10m chunk to come up with a number. It is important to recognise that this will be the whole street and not just the areas we would likely treat.

That is why the process is very manual and does require local input as well as working through visual mapping of the condition to try and identify schemes, rather than relying on averages per street.

The highest scoring individual 10m section of Swinstead Road I could manually find scored 202, Hawthorpe Road 120, Irnham Road 101 and Moreley’s Lane 130.

It is also important to note that the A151 is a completely different hierarchy (hierarchy 1) of road from the others mentioned and so is not compared like-for-like when during prioritisation as it is subject to a completely different maintenance regime and funding allocation, set out in our Highways Asset Management Strategy.

All the other roads named are hierarchy 4. It is also worth noting that Moreley’s Lane has also been identified for resurfacing works next year (and we’ll be doing the other roads in the village at the same time) and the A151 heading towards the A1 is also identified for a scheme.
