Regarding Greetwell Road crossing - statement provided by the service area:

"It was of paramount importance that we kept the crossing closed, until the surface treatment and white lining works have been completed. Unfortunately, in its present incomplete state, the crossing is lacking the required skidding resistance and the lack of lining, which poses a serious risk to those persons using it. You will appreciate that we have to take pedestrian safety very seriously and fully acknowledge the high footfall of this particular crossing, due to the local schools and the hospital site".

Having tried to cross the road numerous times whilst waiting for the crossing to be reopened, motorists' confusion was absolutely clear to see. I am utterly astonished that the lengthy closure of this crossing was less of a risk than the provision of anti-skidding resistance and a lack of lining.

Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

Unfortunately, LCC can confirm that a risk assessment is not available as the Skidding Resistance requirement is a safety critical construction issue that cannot be compromised.

The very nature of Pedestrian Crossings and the management of pedestrian/vehicle interactions is of the utmost importance and cannot be compromised due to the severity of the possible outcomes hence the requirement to have enhanced Skidding Resistance on the approaches in contrast to that afforded to the rest of the site.

LCC do appreciate that the Contractors performance during the delivery of the works was not up to the usual expectations of the County Council, however every effort was made to maintain the safety and security of the site to prevent pedestrians from attempting to use the crossing while awaiting completion of the Antiskid and White Lining works.
