I am writing to you under the Freedom of Information Act 2000 to request information about the steps Lincoln Council is taking to comply with the National Institute of Clinical Excellence's (NICE) Guideline NG6 on Excess winter deaths and illness and the health risks associated with cold homes.

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
The Health and Wellbeing Board (HWB) is a statutory committee of Lincolnshire County Council. District councils in Lincolnshire are energy conservation authorities with the remit for the Home Energy Conservation Act 1995.
1.The HWB has prioritised ‘housing and health’ in the current Joint Health and Wellbeing Strategy for Lincolnshire.
It established the Housing Health and Care Delivery Group (HHCDG) to oversee this theme in 2017, which has resulted in the Lincolnshire Homes for Independence blueprint.
The blueprint covers fuel poverty, and so no separate, new affordable warmth strategy has been developed since the previous strategy expired in 2016.
2.HHCDG maintains a Delivery Plan to achieve the objectives set out in the blueprint. Several actions cover establishing a single point of contact for people living in cold, poor condition and unsuitable homes, and further developing referral pathways to deal with issues identified.
3. The Lincolnshire Joint Strategic Needs Assessment (JSNA) is publicly available to view at Lincolnshire Research Observatory - Home (research-lincs.org.uk).
