If you look at the map it shows proposed in green "Permit holders 5D only Monday-Saturday 8.00am-6.00pm" then in red "no waiting at anytime" underneath that in a colour that i so so so close to the above green, it shows "No waiting Monday-Saturday 8.00am-6.00pm". This colour being so close makes it virtually impossible to identify where residents' bays are and where double yellow lines are.

1. Who was responsible for the choice of two colours so close together?

2. Are they colour blind?

3. Was it proofread before being sent out to the general public?

4. If it was proofread, then by who?

5. If it was proofread, is that person(s) colour blind?

6. Where the title page "statement for reasons" Who wrote that? Because they are misinformed or have told a blatant lie. Chris Burke our ELECTED councillor told me "City of Lincoln council are forcing residents parking in Sincil Bank area, to force visitors to use the council car parks"

Decision

Lincolnshire County Council (LCC) are unable to provide specific details of who made the colour selection on the plans for the proposed permit scheme Zone 5D at Sincil Bank, Lincoln, who checked them, or who wrote the statement of reasons as this is personal information. For the same reason details as to whether or not they are colour blind cannot be shared. In additional LCC are unable to account for the views of Councillor Burke. LCC can confirm however that all documentation and plans relating to the consultation and advertisement of this proposal were checked by other officers prior to release.
