Planned road closure - Chestnut Avenue LN10 5DU.

From 9th January 2023 for approximately 6 weeks.

1. I would formally like to request copies of all submitted documents relating to all of the above points so that I know a comprehensive plan has been put into place to protect the residents of the Avenue.

2. When the developer submitted the application, did they have to produce a risk assessment explaining how they are going to guarantee round the clock access to emergency vehicles?

3. Has an impact assessment been produced which explains and reassures you and there for me and fellow residents that vital winter fuel (wood, coal, bottled gas, oil and gas tanker) deliveries will not be disrupted?

4. What plan is in place to ensure supermarket deliveries will not be disrupted? (some residents don't drive)

5. If there is to be limited vehicle access, has secure alternative parking been found?

6. What provision has been made for the disabled residents in the street who could not walk to a car parked elsewhere?

If however there hasn't been sufficient planning to cover all the above points either accidentally or intentionally, that would surely mean that under no circumstances would you have been able to make an informed decision regarding this application which I assume would make it null and void.

7. Would you please confirm that work can not start before risk assessments are completed? Hopefully all plans are in place, and it is just a badly worded flyer, and you can reasonably reassure me and my neighbours that apart from the normal inconvenience any road works cause, the developers have done everything necessary to protect people, property and crucial services.

Decision

1. A temporary traffic regulation order was submitted on 15 September 2022 for a road closure. See attached documents. This was initially approved but approval has since been suspended.

2. The developer requests a Section 50 licence to complete this work, as well as a temporary traffic regulation order. The developer submitted a Section 50 licence application for review, however, this did not contain the required documentation so was not processed, hence the suspension of approval of the temporary traffic regulation order.

4. The developer has not submitted a plan/proposal in this regard, a Section 50 licence/TTRO will not be approved until this is clarified.

7. No works can commence in the public highway until a temporary traffic regulation order and Section 50 licence is approved.

Lincolnshire County Council has been provided with a copy of the leaflet sent by the developer and will make contact with them as soon as possible to clarify their position and intentions.
