Broadway in Sutton on Sea, Lincolnshire - Find a freedom of information request

Can you advise me how many complaints have been made in the last 15 years regarding the unsatisfactory state of the road called Broadway in Sutton on Sea, Lincolnshire. 

Lincolnshire county council is only able to search records from 2010

Complaints are not logged by location but by issue - in order to provide the information we would be required to manually review each case logged against highways re condition of road and see if this is about the geographical location stated. The last 2 years alone is around 700 cases.

Section 12(1) of the Freedom of Information 2000 does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit is currently £450 or 18 hours at a cost of £25 per hour.

The exemption under section 12 is not subject to the public interest test Any refined request will be treated as a new request under the Freedom of Information Act..
