This FOI relates to Potholes on road junction of High Street and Church Lane at South Witham.

Lincolnshire County Council Highways (LCCH) posting dated 11 July 2022 on fixmystreet stating potholes fixed. We would like to know:

1. The procedure LCCH has to follow when a report is posting on fixmystreet?

2. What is the control procedure for LCCH response postings on fixmystreet?

3. Reports placed on fixmystreet for road junction of High Street and Church Lane at South Witham we would like an explanation for each of LCCH response postings.

4. Are statistics produced for senior management and councillors'?

5. The deterioration in this section of road has increased so much different road layers are very visible.

6. We would like a copy of the various inspection reports LCCH made.

7. What is LCCH going to do now? I nothing, consideration must be made to close this section of road.

8. Is LCCH in breach of Section 41, Highways Act 1980?

Decision

1. Reports made via FMS are transferred immediately through to the LCCH Asset Management/fault reporting system. Automated processes deliver it to the relevant team based on subject type and severity, also linked to the hierarchy of the road. Depending on the fault reported a repair is actioned immediately or the report will be sent through to the Local Highways team for further assessment. The Local Highways team must undertake the initial assessment of the report within 10 working days.

2. Status changes on individual fault reports within LCCH's internal system generate automated updates on FMS

3. Specific FMS references are required, then LCCH is able to provide the information.

4. Yes - stats are produced showing total the volume of reports made from various sources - FMS is just one source. These are reported to our Highways Leadership Team, Corporate Leadership Team and also our Executive Councillor for Highways and Transport. Quarterly, various statistics on performance are reported to Highways and Transport Scrutiny Committee and the reports for this are in the public record.

7. A work instruction for a larger temporary repair on the High Street has been issued, and also the High Street is identified for a patching scheme for financial year 2023/24.

8. The burden of establishing breach of S41 does not rest with the Highway Authority. Regular inspections are carried out on these routes and any defects found as specified in our published policy (see link below) are repaired.
