Allotment Land - Find a freedom of information request

Information regarding the sale of land, originally belonging to CofL as Allotment land, which was created in 1938 I think. You took ownership of the plot I think in 1972 when the land was "vested" to you from CofL to LCC, though the Education Centre on that site I think was built in '62, the land having been taken from Allotments in '58 - I think! In 2015 you sold the land to Tanglewood Homes and a part of that sale included some £70000 to benefit community? allotment? I don't know but the LLRA are claiming to have it almost in their hands in "escrow" and have to use it by 2015.

a. the "vested" operation in '74 involved no money?

b.no compensation was invested into the allotments as is the case now when allotment land is sold?

2. The £70000

a. who is eligible to apply for access to those funds?

b. what definition has been placed on its use?

c. "in escrow" is such an American phrase to me, does it mean in the hands of lawyers (earning interest) and is that interest diverted to you, Tanglewood or the £70K pot?

3. Is the LCC aware that the LLRA is technically unconstitutional at present?
 

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

1(a) - Correct. This was a "redistribution" of some local government functions with the creation of the County Council with certain functions such as education in this case vesting in LCC.

(b) - The land that vested in LCC and subsequently sold for the care home was not allotment land - it was a former education centre. LCC holds no information whether any measures were put in place when the purpose of the land was changed from allotment to the education centre given the date that occurred - before LCC were created.
