This request relates to the barriers on the ramp to the A15 NMU bridge at Bloxholm Lane (53.18754, -0.51824).
Please could I have the documents following relating to the barriers above:
1. Any correspondents, decisions and justifications on installing the original gate (which is no longer there) 2. Any impact documents for the original gate (i.e. detrimental impact on those with mobility issues, horse riders, cyclists, others) - if none exist please state why.
3. Any correspondents or decisions on installing the replacement barriers (current installed) 4. Any impact documents for the current barrier (i.e. detrimental impact on those with mobility issues, horse riders, cyclists, others) - if none exist please state why.
5. The justifications and evidence to suggest that a barrier is required at this location.
6. The cost of; the original gate and installation, the removal of the original gate, the installation of the new barrier 7. What happened to the original gate? Has it been repurposed somewhere else, currently in storage or unaccounted for? - Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
1. The junction of the ramp from the bridge and the former Bloxholm lane was ungated in the design. However, during the Road Safety Audit, it was identified that there was a risk due to poor visibility that a cyclist could gain speed down the ramp and enter Bloxholm Lane without being aware of farm vehicles or car entering Bloxholme Lane from the adjacent farm track due to poor visibility. It was recommended that Bridleway gates be installed. A gate and additional fencing was subsequently installed. Following complaints, the gate was removed.
2. No such document exists in this instance. The installation was done as a result of the Road Safety Audit. The gate was installed in order slow cyclists/other NMU users down such that the junction with the farm access can be negotiated safely.
3. The staggered fencing was installed as means to slow NMU route users down but remove the need for a gate. No further correspondence exists.
4. The current fencing was erected to serve the purpose as stated above, but the remove the impediment of a gate to mobility scooter users.
5. Please see above.
6. The cost of the installation of the gate is commercially sensitive.
7. However, when the gate was removed it was reused at the entrance to the playground off Hawthorn Road in Lincoln, at the request of Greetwell Parish Council.
