Speed Signs on the A151 Main Road, Whaplode - Find a freedom of information request

The road in question is the A151 Main road, Whaplode, on the 25 January 2022 at 13:07.

I would like to know the following:

1. Where are the speed signs & indication of what speed you should be travelling at?

2. Why does this road have no road markings?

3. What is the statute of limitation of sending out speeding fines i.e What is the time limit on sending fines out?

4. What is the speed limit on this road?

Decision

1. The A151 Main Road Whaplode is subject to a 30mph limit and the signs indicating this are situated at the start of the limit. As you approach from Spalding direction the signs are situated near to the junction with Hockney Holt Lane. (Google Map ref: 52.800626 - 0.045864). From this point there are then street lamps. You are refered to the Highway Code Rule 124 which states that:

You MUST NOT exceed the maximum speed limits for the road and for your vehicle a speed limit of 30 mph generally applies to all roads with street lights (excluding motorways) unless signs show otherwise.

The signs, showing otherwise are the smaller speed limit signs that are situated on lamp posts showing 40 or 50 depending upon what limit is in place, these are known as repeater signs. There is no provision in law to have repeater signs in a 30 mph limit. However there are co-located speed limit and speed camera warning signs present in Whaplode in advance of the camera site as shown in the attached image.

2. There are road markings in Whaplode. However, if you are referring to the 'ladder' style markings sometimes seen at certain speed camera sites, then these are not required for this type of speed camera and so are not present.

3. The statute of limitations for such an offence is six months. Legislation states that the police must notify the registered keeper of such an offence within fourteen days of the offence coming to light. It should be noted that the legislation refers to the registered keeper not the driver.
