I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
1. This information is not routinely collected or recorded centrally in the detail requested. Lincolnshire County Council log complaints under the complainant’s name, not locations.
Therefore, we would not be able to provide an answer without undertaking searches that would exceed the appropriate limit as set out in section 12 of the Freedom of Information Act. Under Section 12(2) of the Freedom of Information 2000, the Council is not obliged to comply with a request for information if we estimate that the cost of complying with the request, including determining whether the information is held, would exceed the appropriate limit. The appropriate limit is currently £450 or 18 hours at a cost of £25 per hour. We estimate that it would take in excess of 18 hours to comply with this request and we are, therefore, satisfied that section 12 is engaged in this case. Section 12 is not subject to consideration of the public interest test. The Council recognises it has a duty to provide advice and assistance to individuals making requests for information under section 16 of the Freedom of Information Act 2000, in order to assist them to narrow their request where the 'appropriate limit' is exceeded. However, in this case, the Council does not believe it would be possible for your request to be narrowed sufficiently to reduce the time it would take to comply with your request below the 'appropriate limit' Any refined request will be treated as a new request under the FOIA.
