Planning permission for children's residential homes - Find a freedom of information request

This is a request for information under the Freedom of Information Act 2000.

I would like to be provided with the following information regarding planning permission for children's residential homes in your local authority.

My definition of a children's residential home is a house providing full-time residential care for looked after children.

Please note that there are three parts to this request:

1. Please confirm how many applications were made to establish a children's residential home in your local authority in the time period between 1 Jan 2015 and 1 Jan 2022

2. Please confirm how many of the applications to establish a children's residential home in your local authority were a change of use application from C2 to C3 in the time period between 1 Jan 2015 and 1 Jan 2022

3. Please confirm how many of the applications to establish a children's residential home in your local authority were successful and how many were refused in the time period between 1 Jan 2015 and 1 Jan 2022

If you could also provide any paperwork relating to the granting/refusal decision that would be

Lincolnshire is a two-tier area meaning that the planning functions are split between the County Council and the 7 District/Borough Council's.

The County Council is the Mineral and Waste Planning Authority for Lincolnshire meaning that it primarily deals with planning applications relating to the management of waste, the extraction of minerals and related development and the extraction of onshore oil and gas and related development.

However, the County Council also has powers to process and determine planning applications for its own developments where these are related to a statutory role or function for which it is responsible (e.g. schools, libraries, highway schemes, and children’s services). In response to the request, the County Council’s response in relation to planning applications it has dealt with are set out below. You are however also advised to seek a response from each of the 7 District Councils (if you haven’t already) as they may also have dealt with applications that fall within their planning remit.

1. One - Planning permission ref: S35/0922/16 granted June 2016 at The Beacon Children's Centre, Sandon Close, Grantham, Lincolnshire, NG31 9AX (see attached documents - ref: PL/0031/16)

2. A residential institution would fall within Use Class C2 not C3 so it is assumed this question is incorrect and asking for the reverse? Either way none were received or determined within the period specified.

3. As referenced above one application was received within the period specified and this was granted consent. No applications were refused.
