Confirmation of ownership of an asset on Bridge Street Saxilby - the ramp, railings, and steps to the footbridge over the Foss Dyke Navigation (the bridge is maintained by West Lindsey District Council (WLDC) and is on their asset register, but we understand the steps and ramp from the Bridge Street side are owned by Lincolnshire County Council (LCC) - indeed there is a LCC sign on them pointing to the public toilets).
1. Please can you let me know when they were last inspected and the manager for this asset.

1. The footbridge was last inspected by Lincolnshire County Council (LCC) on 31 March 2021, this inspection was a “general inspection” details of which is explained in Lincolnshire County Councils' Highways Infrastructure Asset Management Plan. This is not a detailed structural assessment and is carried out as a duty of care for public safety on bridge assets owned by third parties.
As part of that general inspection the ramp and steps would be assessed for general safety defects, for example defects that could lead to slips, trips or falls. After reviewing records, it is apparent that the ramp and steps were installed by LCC and the costs recharged against West Lindsey District Council (WLDC).
WLDC commissioned LCC to carry out renovation of the footbridge (which we supplied to them as a second hand item), sheet piling works to the canal (around the former workings of the swing bridge), installation of the footbridge, and construction of the approach ramps and steps (including alterations to the flood wall). As such, LCC consider WLDC to be the owner/asset manager for the ramp and steps.
