- Residential LD Care Fee Uplifts
The Council’s Usual Costs for residential care are agreed following a thorough review of the local market conditions and engagement with the sector in which all contracted residential care providers are invited to participate. Key stages of the review process are summarised below:
i.Commissioning and completing an independent review of the Residential market in Lincolnshire resulting in a set of reports issued to the Council for its consideration in developing and setting its rates.
ii.Analysis of these reports to inform the decision-making process for establishing what the new Usual Costs may be.
iii.Consideration of any changes identified as necessary or beneficial to the current Usual Cost model, including in relation to the 2022-23 fee setting approach, consideration of the impact of COVID-19 and the future direction of the market
iv.Development of a proposal for the new Usual Costs for each service based upon the analysis undertaken and the required changes to manage emerging market conditions.
v.Market consultation process affording providers the opportunity to provide comments and feedback on proposed Usual Costs for the coming year
vi.Review and consideration of market comments and feedback, and finalisation of proposals in preparation for formal decision making.

- Supported Living Care Fee Uplifts
The Council’s community supported living rates are established as part of a competitive tender process, last undertaken in 2020 for the current contract period 2020-2025. Supported Living Fees, along with the rates the Council pays for other non-residential services, are subject to annual review and uplift to take account of inflationary cost pressures. This review takes place each year in December and January, and proposal is put forward to be agreed by the Adult Care and Community Wellbeing Executive Directorate Leadership Team (EDLT).
The rates review has been undertaken for financial year 2022/23 and proposed rates have been calculated, which if agreed by EDLT, will be communicated to contracted providers during February 2022 and will be applied with effect from 1 April 2022.
