1. Please provide plans detailing the proposed footway improvement on the B1189 road between Walcott and Billinghay, including any related work extending into those villages. A 'General arrangement' drawing or similar would be ideal.
2. Please also provide some background if possible to the decision to carry out the works under a full road closure.

1. Area of works plan is attached. The full length of the works is from the junction of B1189 / Fen Road, Billinghay to B1189 / The Drift Walcott. The 60 MPH section between the two villages (as per the Blue line) is subject to a Road Closure as described below. The village sections have a 30 MPH limit (as per the Green lines) and are to be carried out under 'Temporary Traffic Signals'.
2. A full road closure was necessary on the rural 60 MPH section of the B1189 between the villages of Billinghay & Walcott and agreed on the initial site visit by representatives of LCC and Balfour Beatty.
This section of the B1189 is narrow for this classification of road at 5.7m, and together with the Plant & Equipment required for this type of works as well as a 1.2m 'site safety zone' we were unable to achieve the required absolute minimum width for any motorized vehicles to travel through this site.
The absolute minimum width being 3.0m for Normal traffic including buses and HGV's & 2.5m for Cars and light vehicles only.
This is in accordance to 'Safety at Street Works and Road Works – A Code of Practice' October 2013. We are however keeping the carriageway open to pedestrians & cyclists for the duration of the closure with a temporary coned off footway on the opposite side of the works.
