This is regarding the response to FOI 1313033
1. Due to the restrictions of the coronavirus pandemic, do you consider that the online publication was sufficient to notify road users on this occasion? If so can you explain on how you come to this decision?
2. The notice takes into effect on 15 March 2021, but it looks like that not all affected road signs been changed. Please will you explain whether the speed limit at Kingsway gives confusing information to road users (see attached photo I have taken today, 16 May 2021) especially that limited publicity was made on the change on South Park Ave?
3. What is the statutory time limit in getting affected road signs changed upon implementation of TRO? How do compare your performance on this case?
4. What kind of review do you undertake on recently implemented TRO? If you do, are these published in your website and a link will be appreciated?

1. Yes, in accordance with The Traffic Orders Procedure (Coronavirus) (Amendment) (England) Regulations 2020. We also erected notices on site from 1st September
2. These signs were removed on 19th May 2021, but may have previously misinformed those drivers leaving Kingsway to join South Park Avenue. However, the former 40mph limit on South Park Avenue was indicated via two repeater plates which had been removed on 2nd March. Any road with a system of street lighting in place will be subject to a 30mph limit unless signed otherwise. In the absence of 40mph terminal plates and repeater plates this would be the case on South Park Avenue.
3. LCC have up to two years from the first date of the public advert in which to implement the necessary signage for an order.
4. LCC may review the effects of an order if deemed necessary; but this is not done routinely.
