Flooding Impact 2019 - 2020 - Find a freedom of information request

Request

This is a request for information on floods and flood impacts that occurred between November 2019 and March 2020. Please respond with any data you have, with an appropriate licence if necessary, by 26 February 2021 to this email address.

The types of information we would like to collect from your organisation are:

 

1. Information on the locations and dates of flooding.

 

2. Information on the source(s) of flooding (e.g. river, coastal, surface water, groundwater, reservoir)

 

3. Information on depth of flooding (in metres).

 

4. Information by location and date about what was impacted during the flooding:

a. Number of flood-related incidents attended.

b. Cost of attending incidents.

c. Number of assets damaged by flooding (e.g. buildings, equipment) and associated damage/repair/replacement costs.

Decision

1. In accordance with the County Council's duties as Lead Local Flood Authority, records of flood investigations undertaken since April 2012 are published on its website here:

Definitions of what the County Council considers to be a flood in accordance with S.19, Flood & Water Management Act 2010 are included on the web page. It is recognised that the way the flooding records are presented can be challenging to readers and we are working to make it more accessible. It is expected that a new, interactive way of presenting the information will be available by the end of February 2021, subject to meeting LCC's digital standards.

 

2. No specific data is available with regard to sources of flooding other than what is included in the published S.19 records referred to above.

 

3. Some information regarding depth of flooding is including in the attached document 'S.19 Depth of Flooding'. Further information is not available due to the following: A S.19 investigation is triggered by flooding to any depth above 0mm. Specific depth information is not available for every property on the S.19 records. Where it is available (LCC are not able to estimate how many records will include this information), it will be within the body of individual S.19 investigation reports. With around 412 S.19 investigations at various stages of completion, affecting at least 930 properties, it would require a significant resource to identify where the depth information is available for every affected property.

 

4. Where available, this information is included in the S.19 records referred to above.

a. Emergency jobs raised in regard to flooding: 289 for flooding incidents – this includes highway flooding. 11 drainage incidents. These are jobs raised by the Emergency team and include sandbag requests, flood carriageways and flood threats to property etc. Lincolnshire Fire and Rescue: 71 flooding incidents between 01 November 2019 – 31 March 2020.

b. £22,245. District Councils will have their own costs.

c. Information on the number of assets and property damaged by flooding is included in the S.19 records referred to above. The associated damage/repair/replacement costs are not held by Flood Risk Management, and might not be recorded elsewhere in LCC. It might be that the Association of British Insurers can provide some information, assuming the flood damages result in an insurance claim.
