1. Lincolnshire County Council commission a single provider to supply all substance misuse services including the provision of residential rehabilitation. This contact measures outcomes not throughput so successful completions are monitored closely but residential placements are not. Lincolnshire County Council does not directly commission residential rehabilitation placements with one exception which is detailed below.
