Lincoln Eastern Bypass Traffic - Find a freedom of information request

Request

I now have a concern for this junction’s traffic. It is the un-quantified increase in traffic density following the opening of the eastern bypass later this year. I have had a look on the website:

But can’t find the answer to this issue.

 

1. I would like to know what is the anticipated increase in traffic going to be and what is the consequential increase in risk of a severe incident at the junction during peak (rush hour) periods?

 

I believe there will be a significant increase in both likelihood and severity of a serious incident this year once the bypass is opened without any improvements (such as a roundabout) being made as drivers will be forced into taking additional risk in crossing the A15.

3. The risk rating of an incident at this junction both before the Lincoln Eastern Bypass opens, and once the Lincoln Eastern bypass is open.

 

4. What additional safety measures are planned for the A15 / B1202 junction?

Decision

1. There is no modelling data available that provides a forecast of any anticipated increase or decrease in traffic flows at this particular junction. There is therefore no assessment of the increase in predicted accidents. The following link is to the Documentation submitted in support of the granted Planning Permission which details the traffic assessments carried out in:

 

a. The Transport Study Area of the Scheme

b. The Wider Study Area in which the A15 / B1202 junction falls.

The assessment of the Wider Study Area was accepted by the Planning Authority as being less detailed than the Transport Study Area of the Scheme as it would have been difficult to forecast predicted changes with any accuracy the further away from the scheme the cordon is extended.

4. There are currently no planned improvements for this junction. The County Council does have a duty as Highway Authority under the Highways Act 1980 to monitor the network as a whole and identify / implement any improvements that may be required from time to time.
