On Friday the 31st of May, temporary traffic lights were set up on the Little Casterton Road PE9 4DB. The actual roadworks did not start until Monday the 3 June. Throughout the ensuing weekend local traffic was pointlessly held up at the traffic lights, as no work was being carried out. I for one was delayed by several minutes on at least seven occasions. I should be grateful to know:
1. What your policy is on minimising inconvenience to the public in the execution of roadwork's within the Stamford urban area? Are there guidelines or a code of best practice relating to such works?
2. Why the team responsible for setting up traffic lights and cones, could not have done their work early on the morning of the 3rd of June

Within LCC's street works system the only works we have which involved traffic lights on Little Casterton Road, Stamford was the following
Works undertaken by BT Openreach

These works were permitted for works between 28/5/19 to 3/6/2019.
The permit has an Actual start date registered for 29/5/19. The lights were inspected on the 30/5/2019 however no workforce on site at the time of inspection. A Works stop notice was registered for 4/6/19; however charges were applied for works overrun on the 6/6/19.
