1. Please can you tell me what the subsidy is that the Lincolnshire County Council are paying per student for transport?

2. Also, I would like to know the subsidy paid for senior citizens.

3. Also can you provide me with the Lincolnshire County Council Transport Policy Statement for this year?

1. At the current time the average subsidy per pupil per day on home to school transport in Lincolnshire is as follows:

a. Mainstream £6.94.

b. Further Education* £16.13.

c. Special Need and Disabilities £61.74.

d. Solutions 4/Alternative Curriculum £52.89.

Individual contracts vary in cost, some will cost more than the average and some will cost less.

*For any student over the age of 16 Lincolnshire County Council asks that a contribution is made towards the cost of organising and operating their transport.

2. In the last financial year Lincolnshire County Council spent £5,849,946 on administering the English National Concessionary Fares Scheme for entitled disabled and older persons.

During 2019 to 2020, the average amount of reimbursement that operators in Lincolnshire received for carrying ENCTS pass holders was approximately £1.38. The actual reimbursement rate varies for individual operators as it is formulaic and uses some values that are unique to the operators, for example average journey lengths and average fare values. It must also work on the premise of the operator being no better or no worse off than if there was no scheme in place. It is therefore important to note that payments for this scheme are not a subsidy; they are reimbursements for the fare revenue foregone and for any marginal costs created by concessionary pass holders making more trips than they may have otherwise done had they been required to pay a fare.
