According to Part 3, S36 of the Children and Families Act 2014, a local authority must secure an Education Health Care (EHC) needs assessment if, after having regard to any views expressed and evidence submitted, the authority is of the opinion that:
The child or young person has or may have special educational needs, and it may be necessary for special educational provision to be made for the child or young person in accordance with an EHC plan.
I am seeking recorded information on the following:
- The number of initial requests that were made for an EHC needs assessment for an Education Health and Care Plan (EHCP) during the 2019 financial year (1 April – 31 March).
- The number of initial requests for an EHC needs assessment for an Education Health and Care Plan (EHCP) that were refused during the 2019 financial year.
- The number of children and young people (aged 0-25) assessed for an Education Health and Care Plan (EHCP) during the 2019 financial year who are still being assessed or those where assessment has been completed but no decision taken for an Education Health and Care Plan (EHCP).
- The number of requests for an assessment for an Education Health and Care Plan during the 2019 financial year that were granted: After first refusal? After second refusal?
