Minutes of the Meeting held via Zoom on Tuesday 23rd November 2020

These were read and approved.
Agenda Items
Speed Reduction in the Village
The Clerk informed the Council that an invite had not gone out to a member of the Road Safety Partnership for the Zoom meeting and arrangements to borrow a speed camera had not yet been secured. It was agreed that this would be pursued by the Clerk together with a request for new seed signs as Councilor Beattie pointed out the current signs were looking well weathered.
Councillor Menzies stated that Thorpe On the Hill had gathered together information on different methods of speed reduction and he would forward this information to the Clerk to be distributed to the Councillors for further discussion.
Street Lighting
The Clerk informed the Council that Lincolnshire County Council is responsible for replacing bulbs and repairing faulty lighting and that there was still a stock of the amber street bulbs which would continue to be used and would only consider fitting a new fixture if the old one was faulty.
Councillor Menzies suggested that the shadowing caused by the amber lighting should be tied in with the speed reduction issue and discussed with the Road Safety Partnership.
Broadband update
It was agreed by all Councillors that this was a successful project which was working well and would require no further action.
Litter pick
The Chairman stated that this was a successful annual event and the Councillors agreed that the next litter pick should take place on Sunday March 17th 2021. To be organized by the Clerk.
Defibrillator Training
The Clerk reported that due to Covid 19 restrictions the training offered by Lives had been put on hold for the time being. The Council agreed that no further action needed to be taken until Covid restrictions are lifted and the training can be offered again to residents.
Closure of old A15
The Chairman reported that no further action had been taken to date.
Village WhatsApp Group
The Clerk reported that she had not been given any further telephone numbers but would set up the WhatsApp Group adding Council members initially.
Fly Tipping
The Chairman reported that signs obtained by Councillor Menzies had been erected and there had been no problems recently. Councillor Menzies suggested that the Council should also consider putting up dummy CCTV signs, the Council agreed and the Chairman gave the go ahead for Councillor Menzies to order the signs.
Village Hall
Councillor Deague reported that Ingham Village Hall opened in September but usage was being restricted due to the current Lockdown.
Village Venture
Councillor Judge reported that the Village Venture was back in print and going well.
Accounts
Up to date accounts were made available to all Councillors and approved.
The Precept for the forth coming financial year was agreed at £1000.
Councillor Menzies enquired about the high balance in the Parish Council accounts and it was explained that the precept was for the general running of the village and the additional funds were available to be used for the benefit of the village as a whole.
Councillor Walters suggested having a bench situated on Cammeringham Hill as the views were fantastic. A suitable spot is going to be looked into by the Chairman and Councillor Deague. Councillor Walter also reminded the Council that funds would be needed for the Queen’s Platinum Jubilee Village party in 2022.
The Chairman suggested that it would be most likely that some of the funds would be used for speed check cameras.
Any other business
Planning
Planning application 141891, outline planning permission for 2 dwellings on land adjacent to Redmills House.
The Chairman expressed a personal interest as this was a project initiated by his son George Lockwood.
Those Councillors who had been able to access the plans felt that the design of the buildings kept within the vernacular of the village and saw no reason to object.
The Chairman did advise the council that the Development would be restricted to 2 buildings only and would be sold as building plots.
Concerns were expressed that if sold as plots would it be possible for the building plans to be changed. The Chairman stated that he would investigate and update the Council members as soon as possible.
Telephone Box
Councillor Beattie stated that he had noticed the Telephone Box was in need of a clean the Clerk volunteered to do it.
